Civic issues
Topics getting the most attention in Green public meetings, ranked by how frequently they come up.
Deteriorated street signs and light poles in older developments
A resident showed the council a barely readable street sign at Briarwood and Maplewood and faded street-light poles, asking whether the city has any replacement protocol. Staff said there isn't a systematic program — call the service department and it gets replaced case by case.
Utility permit fee schedule update
New fees — $300 for linear utility runs regardless of length and $100 for single-lot road opening connections — replace outdated $40 parcel-based charges, with clarifying wording still to come.
Side-yard shed variance, 2761 Superior Drive
A homeowner wants to place a shed in his side yard, which the zoning code doesn't allow. The board decides whether the property's layout justifies an exception.
Detached garage variances, 2858 Turkeyfoot Lake Road
A property owner wants a detached garage in his second frontage, six inches taller than allowed, and nearly 400 square feet over the accessory cap. The board weighs whether the oversized garage fits the lot.
Side setback variances for home addition, 261 Luzon Circle
Rembrandt Homes wants to build a bathroom addition that leaves a 10-foot side setback where 15 feet is required. Neighbors' lot-line spacing is the issue.
New and transferred liquor licenses for Massillon Road businesses
Council raised no objections to MAPCO taking over the C-1/C-2 license at 4900 S. Main Street or Fresh Food Deli adding beer sales at 5 E. Caston Rd.; no hearings were requested after sheriff checks showed no issues.
Employee service awards amendment (Ordinance 2026-26)
The city wants to swap its 1992-era system of pins, clocks, and plaques for flexible gift options employees actually choose — at roughly the same cost. A November luncheon is the target for the new approach.
Accessory structure height limits and RV storage
Contractors told the board the 15-foot accessory structure height cap regularly forces variance requests for RV-height pole barns, and there are rumors council may revisit it.
A&C Naturals retail operation at 4725 Massillon Road
A business owner sought signage approval and a conditional use to operate a retail establishment in the B-3 district on Massillon Road, a major commercial corridor.
Tax levies and inside millage certification
The annual resolution certifying tax rates was adopted, with council noting Green's 2.4-mill inside millage is among the lowest in Summit County — keeping property taxes comparatively low.
A&C Naturals Signage and Possible Setback Variance
A&C Naturals' sign at 4725 Massillon Road may sit too close to the road right-of-way — a city inspector measured about 4 feet 8 inches from the sidewalk, and the code requires 5 feet. The owner must get a survey and may need to apply for a variance, though the pre-existing sign and stone base could help her case.
Veterans Rally Point at Kittle's
Kittle's has opened its doors for the commission's monthly veterans rally point (5–7 PM tonight), with sponsorship plans like stickers and giveaways. The challenge remains getting veterans to come out and participate.
Bettler Road closure
Bettler Road closes to eastbound traffic on August 31 for over a month, with westbound lanes remaining open. Detours have been posted.
Public records commission compliance
State law requires public entities to review their records policies twice a year. The COG will hold its public records commission meeting right after the September 3 gathering, and needs a citizen member — ideally someone with government experience.
LEEDS computer replacement costs
Two outdated law-enforcement LEEDS computers need replacing, and the Green–New Franklin contract puts that cost on New Franklin (about $4,000 for both). The board agreed New Franklin will pay this time, but wants future contracts with Springfield and Lakemore to share the cost.
Hoover Kacyon economic development grant
A $12,000 grant helps a 14-attorney law firm move its Portage Lakes office to Green, bringing at least 7 employees and about $400,000 in tax collections, with clawback protections if the firm leaves.
Dunkin' Donuts TIRZ Exemption on Arlington Road
A 30-year, 100% tax exemption on $1.5 million of Dunkin' Donuts improvements, with the TIF money funding Arlington Road corridor upgrades.
Ohio Veterans Hall of Fame in Green
Chair Hughes wants to explore creating a local Veterans Hall of Fame in Green — an idea that would need parks, the mayor's office, funding, and ultimately City Council approval.
NOPEC Early Access Grant Funds
A $20,000 NOPEC grant, thanks to the city joining electric aggregation, is likely headed toward upgrading the EV charging stations at the administration building.
Dockside Grille Liquor License Transfer
The D-5 liquor license transfers from the closed former restaurant to the new Dockside Grille on the lakes, with no objections from the sheriff or council.
